Sanctions Against Igor Shuvalov

Igor Ivanovich Shuvalov is the chairman of State Development Corporation VEB.RF and a member of the Council of the Eurasian Economic Commission. He was previously a First Deputy Prime Minister of Russia. In this capacity he made remarks stating that Russian would change budget rules to reflect an additional two million in population after the illegal annexation of Crimea by the Russian Federation. He is therefore supporting actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine. He owns properties in London together with his wife Olga Shuvalova.

Igor Shuvalov is under sanctions from New Zealand, Ukraine, Japan, Switzerland, Australia, Canada, United Kingdom of Great Britain and Northern Ireland, Monaco, European Union, United States of America and France.

UK Government Announces Sanctions Against Igor Shuvalov

On 3 March 2022, the government has announced that a full asset freeze and travel ban has been imposed against Alisher Usmanov and Igor Shuvalov, 2 of Russia’s leading oligarchs with significant interests in the UK and close links to the Kremlin.

Igor Ivanovich Shuvalov’s assets in the UK include 2 luxury apartments in central London worth an estimated £11 million. He is a core part of Putin’s inner circle, and headed up Russia’s bid for the 2018 Football World Cup.

Igor Shuvalov’s positions in the Russian Government include as First Deputy Prime Minister, Government Chief of Staff, and he has twice worked as an aide to Vladimir Putin. He has been chair of the management board of VEB since 2018, one of the banks recently subjected to a full asset freeze.

The Department of State on MARCH 3, 2022 targeted Russian elites and their financial networks.  The Department has designated:

  • Igor Shuvalov
    • Igor Shuvalov, Chairman of VEB, is being designated for being a leader, official, senior executive officer, or member of the board of directors of the Government of the Russian Federation, pursuant to section 1(a)(iii)(A) of EO 14024.
  • Family members of Sergei Chemezov, Arkady and Boris Rotenberg, and Igor Shuvalov, who are being designated pursuant to section 1(a)(v) of EO 14024 for being the spouse or adult child of a person whose property and interests in property are blocked pursuant to section 1(a)(ii) or 1(a)(iii) of E.O. 14024, are:

The Department has also identified one private aircraft, LX-MOW, as blocked property of Altitude X3 Ltd.

European Union (EU) Sanctions Against Igor Ivanovich Shuvalov

Igor Shuvalov, chairman of State Development Corporation VEB, was sanctioned by the European Union (EU) in response to the Russian invasion of Ukraine. The EU Council’s conclusions on December 16, 2021, led to these sanctions .

Shuvalov was sanctioned by EU on 23.2.2022.
